Welcome to Malaysian Offshore Contractors Association (MOCA)

What We Do

  • Create opportunities for Members and Associates to meet and network.
  • Build clear identity and reputation for the contracting sector.
  • Promote and publicise outstanding achievement in the fields of safety, training and innovation.
  • Bring together a wide range of industry experts from our members to tackle common opportunities or issues.
  • Provide a platform for development of industry-wide initiatives.
  • Ensure that good practice is both transmitted and monitored across the sector.
  • Provide information and expert advice on current industry conditions.
  • Support the sector’s growth, influence, diversity and capacity to innovate.
  • Participate in framing responses to policies and proposed regulations affecting the offshore sector, giving members a real opportunity to influence stakeholder policies.
  • Undertake advocacy on behalf of members in dealings with Operators, Government and other Industry Bodies.
  • Work with other interest groups.

Government Bodies & Agencies

  • Liaise with Government bodies & agencies on industry-related policies.
  • Share knowledge to assist in the consultation process and benefit the industry.
  • Provide a clear voice on common industry issues.

Registrar of Society (the authority) has approved our request to change name from OSFAM to MOCA (MALAYSIAN OFFSHORE CONTRACTORS ASSOCIATION).

This means that the association is no more exclusive for fabricators in the country, but is now open to all offshore  oil and gas contractors operating in M’sia.

MOCA now allows local first-tier upstream major contractors to become full members. This includes the major upstream contractors currently providing works and services for Engineering Design; Fabrication & Construction; Hook-up & Commissioning; Decommissioning as well as Transportation and Installation.

We are confident that MOCA would be able to aptly represent the Malaysian Oil & Gas Contracting Industry especially in promoting sustainable business for its members as well as collectively tackling the challenges facing its members and the industry, in general.

We  will be forming a special workgroup to publicise as well as perform membership drives to attract potential new members for the enhanced association. Upon the completion of our membership drives, we will be holding our annual general meeting (AGM) to elect new office bearers for MOCA.

We, in MOCA, previously OSFAM, greatly appreciate your continual support and engagements in ensuring the success of this enhanced Association.

Port Dickson, 12 June 2011 – Sime Darby, together with the Municipal Council of Port Dickson (MPPD) and the Forestry Department, collaborated in a mangrove reforestation initiative at Pulau Burung near Port Dickson. The initiative is part of the Sime Darby Group’s employee volunterism programme to raise awareness on environmental issues.

Coordinated by Sime Darby’s Energy & Utilities Division, the project saw more than 200 employees and their family members gathering at the site to plant 2,000 rhizophora mucronata (bakau kurap) saplings on the shoreline of Pulau Burung, a well-known migratory bird stopover. The Division operates a power plant in Tanjung Gemok, less than 15 minutes away from Pulau Burung.

Malaysia Marine and Heavy Engineering Sdn Bhd (MMHE) signed another contract with ExxonMobil Exploration and Production Malaysia Inc (EMEPMI) on 3 November 2011. MMHE, a unit of MHB, is awarded the contract to construct an 18,000-metric tonne integrated deck that includes facilities for gas compression, water injection, production separation and living quarters for 145 personnel.
